July 4th – before you know it the nation’s 250th Anniversary will be upon us. If you have not yet donated to the Fireworks show, please consider a sizeable donation. Not only do we need to fund the 2027 fireworks, but also plans are underway for a Centennial Celebration with fireworks of their own! Any monies collected above what is needed for July 4th exhibit will be used for the Centennial.
Governance Project – We launched this project to review, update, and expand the policies and procedures that guide Association operations. In future articles, I will share progress updates and highlight the policies and procedures that shape how the Association is governed. An important first milestone was reached at the June Board of Directors meeting, where the Board approved the Master Governance Policy Manual as the foundational document for the work moving forward.
This Master Policy is guided by the Deed of Restrictions, Association Bylaws, and Board-approved Rules and Regulations and provides the framework for reviewing, organizing, and updating both existing and new policies. It establishes a formal structure for categorizing policy documents, supports consistent practices and accountability, and helps ensure continuity, administrative efficiency, and transparency in governance decisions.
Storage Lot – This issue comes up each year, especially with trailers that are not in compliance with the storage agreement. Please make sure your Lot/BLK numbers and storage permit sticker are clearly displayed. We have posted a new sign at the entrance to help deter trespassing and show the correct placement for stickers and Lot/BLK numbers. Consistent placement makes visual inventory easier. We are also seeing an increase in unidentified property, and items that cannot be matched to our records may eventually need to be removed. Please help by keeping your property properly marked, moving it periodically, and clearing away weeds or tree growth.

Spire Project –this map shows Goat Hill being new main and not being replaced. The area in yellow is currently being worked with the areas in Red slated next. The Miller Camera crews continue to camera sewer laterals and mains; moving north through the Phase I area. Miller Pipeline Construction has continued spotting utilities and services along with setting up spot holes for future bores of the 4 inch main. They have also dug in the 4 inch main that will connect to the regulator station in the future on the SW corner of P street.
Road Culvert Replacement – V48 – in addition to Spire working in the area, ICON will be replacing the Road Culvert in front of V48 after July 4th. Once Spire and ICON are done with this area, the Roads Committee has plans to complete the East Shore resurfacing project!
New Lake Lotawana Operations Entrance – the new entrance should be complete by the time you get this paper. New drainage system, road culvert, transition to the Stafford Preserve parking area and replacement of the entrance slab into the building. A long overdue project. Look for pictures next article.
Property Sales – in 2024 the LLA started tracking real estate transactions at the lake. This helps with recording waivers as well as transfer fees. In the 2.5 years we have seen 179 real estate transactions, worth $130 million dollars. There were 13 transactions leveraging waivers (7% = $9.8 million value). Of those 13 transaction the top four where valued at $7 million (71%.)
Courtesy Reminder – NO WAKE ZONE change outside of Tri-Cove area (Quantrill’s, Waterfall, Big Rock) after the July 4th Holiday weekend. Please slow down before crossing the buoys as a fast approach still creates a wake into the no wake zone.
